I. Introduction to Chinese Government Scholarships

In order to promote mutual understanding, cooperation and exchange in politics, economics, culture, education and trade between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and conduct research in Chinese universities. China Scholarship Council (hereafter referred to as CSC), entrusted by the Ministry of Education of People’s Republic of China (hereafter referred to as MOE), is responsible for the enrollment and administration of Chinese Government Scholarship programs. 279 designated Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Law, Economics, Management, Education, Liberal Arts, Philosophy, History, and Fine Arts for scholarship winners at all levels.

CHINESE GOVERNMENT SCHOLARSHIP PROGRAMS

Chinese Government Scholarship includes the following 7 programs:

1. Bilateral Program

This includes full or partial scholarships in accordance with educational exchange agreements or MOUs between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports undergraduate students, graduate students, general scholars and senior scholars.

Applicants shall apply to the dispatching authorities for overseas study in their home countries.

2. Chinese University Program

This is a full scholarship for designated Chinese universities and certain provincial education offices to enroll outstanding international students to pursue graduate degrees in China. It only supports graduate students.

Applicants shall apply to the designated Chinese universities undertaking this program.

3. Great Wall Program

This is a full scholarship for the United Nations Educational, Scientific and Cultural Organization (UNESCO) to sponsor students and scholars in developing countries to study and conduct research in China. It only supports general scholars and senior scholars.

Applicants must apply to the National Commissions for UNESCO in their home countries.

4. EU Program

This is a full scholarship to encourage students from EU member countries to study and conduct research in China in order to promote mutual understanding between China and EU members. It supports undergraduate students, graduate students, general scholars and senior scholars.

Applicants must apply to the Office for Education and Culture, Mission of P. R. China to the European Union.

5. AUN Program

This is a full scholarship for ASEAN University Network (AUN) to sponsor students, teachers and scholars from ASEAN member nations to study and conduct research in China to enhance the educational exchange and mutual understanding between China and ASEAN members. It only supports graduate students.

Applicants must apply to the AUN Secretariat.

6. PIF Program

This is a full scholarship to sponsor students from Pacific island countries to study in China. It supports undergraduate students, graduate students, general scholars and senior scholars.

Applicants must apply to Pacific Islands Forum (PIF) Secretariat.

7. WMO Program

This is a scholarship for World Meteorological Organization (WMO) to sponsor international students to study and conduct research in meteorology, hydrology, and water resources supervision & management in China. It only supports undergraduate students and graduate students.

Applicants must apply to Education and Fellowships Division, WMO.

Instruction Language

1. Instruction language for undergraduate students

● Undergraduate scholarship winners must register for Chinese-taught credit courses. They are required to take one-year Chinese language/preparatory courses in one of the nine universities listed below and to pass the required test before moving on to their major studies.

Entrusted by MOE, the following 9 universities offer Chinese language/preparatory courses to undergraduate scholarship winners. They are Tianjin University, Nanjing Normal University, Shandong University, Central China Normal University, Tongji University, Beijing Language and Culture University, Northeast Normal University, Beijing International Studies University, and Capital Normal University.

● Undergraduate scholarship winners can apply for preparatory course exemption if they complete their secondary education in Chinese, or have a valid HSK certificate that meets the requirements of the host university.

Official documents from secondary schools or a photocopy of a valid HSK certificate must be submitted for preparatory course exemption application. Please NOTE that HSK results are valid for 2 years only.

2. Instruction language for graduate students and non-degree students.

Graduate and non-degree scholarship students can register for either the Chinese-taught program or English-taught program if applicable.

● Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language courses for one to two years to reach the language requirements of their host universities before moving on to their major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one year for majors in Science, Engineering, Agriculture, Western Medicine, Economics, Management, Law and Fine Arts, and be no more than two years for majors in Liberal Arts, History, Philosophy and Chinese Medicine.

● Scholarship recipients of English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

Full Scholarship covers:

Tuition waiver

Accommodation (free university dormitory or accommodation subsidy)

If the host university requires students to live on campus, the university will accommodate scholarship students in university dormitory (usually twin room); if the host university permits students to live off-campus, the university will provide a monthly/quarterly accommodation subsidy:

undergraduate students/master’s students/general scholars: CNY 700 per month;

doctoral students/senior scholars: CNY 1000 per month.

Stipend:

undergraduate students: CNY 2,500 per month;

master’s students / general scholars: CNY 3,000 per month;

doctoral students / senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university month by month.

Students registering before the 15th of the month (the 15th included) will receive full stipend of that month. Those who register after the 15th of the month will receive half stipend of that month.

If registered student stays out of China for more than 15 days (school holidays excluded), his stipend will be stopped during his leaving.

II. Recruitment Procedures for Confucius Institute Scholarship

For the purpose of supporting the development of the Confucius Institute, facilitating international promotion of Chinese language and the dissemination of Chinese culture, as well as cultivating qualified Chinese-language teachers and excellent Chinese-language learners, Confucius Institute Headquarters/Hanban (hereafter referred to as Hanban) launches a “Confucius Institute Scholarship”. This program will sponsor foreign students, scholars and Chinese language teachers to study Chinese in relevant universities of China (hereafter referred to as “Host Institutes” ).

Category of Scholarship and Eligibility Criteria

The scholarship of 2014 is divided into 5 categories:

Scholarship for Students of Master's Degree in Teaching Chinese to Speakers of Other Languages (MTCSOL)

Scholarship for Students of One-Academic-Year + MTCSOL

Scholarship for Students of Bachelor's Degree in Teaching Chinese to Speakers of Other Languages (BTCSOL)

Scholarship for One-Academic-Year Students

Scholarship for One-Semester Students

Scholarship for Four-Weeks Students

Applicants must be foreign citizens (that is, not current Chinese nationals), in good health, aged between 16 and 35 (Chinese language teachers in post shall be aged below 45, and applicants for BTCSOL scholarship should be aged below 20).

1. Scholarship for Students of MTCSOL

This scholarship is oriented toward excellent students from the Confucius Institute program, overseas local Chinese language teachers, winners of the "Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, excellent foreign college graduates majored in Chinese and outstanding performers on HSK exams, to undertake a Master's Degree in Teaching Chinese to Speakers of Other Languages. The scholarship winner shall begin the study in autumn 2015 and the duration of scholarship is two academic years.

The applicant should have a bachelor degree or its equivalent, get a score of at least 180 on the HSK (level 5) and a score of at least 50 on the HSKK (intermediate level), or a score of at least 180 on the BCT (B) and at least 260 on the BCT (spoken Chinese) . The applicant must make a written commitment stating that he/she will be engaged in Chinese language teaching for at least 5 years after graduation. The applicant will be given a specific teaching post arrangement prior to admission (certification by the institution he/she will teach for is required). Scholar winners who pass the annual assessment with a score of at least 180 on the HSK (level 6) and the score of at least 70 on the HSKK (intermediate level) by the first-academic-year after admission, are qualified for continuing the scholarship. Hanban will provide support for outstanding graduates to teach in their home countries.

2. Scholarship for Students of One-Academic-Year + MTCSOL

The scholarship is oriented toward students from the Confucius Institute locations in the African and Latin American regions, who are interested in Chinese Language teaching. Time of enrollment for scholarship winners is autumn, 2015, and the duration is three academic years. The applicant shall sign an agreement with the Confucius Institute or the institute he/she will teach for.

The Applicant is required to have a Bachelor’s Degree or its equivalent and achieve a score of at least 180 on the HSK (level 3) and a score of at least 60 on the HSKK (primary level), or a score of at least 180 on the BCT(A) and at least 180 on the BCT (spoken Chinese). Those who pass the first-academic-year assessment, score at least 180 on HSK (level 5) and at least 50 on HSKK (medium level) can proceed with their study in China for the Master’s Degree in Teaching Chinese to Speakers of Other Languages. Hanban will support graduates to teach Chinese in their home countries by recruiting them as local teachers, providing wage subsidies, etc.

3. Scholarship for Students of BTCSOL

The scholarship is aimed toward students from the Confucius Institute locations in Asia (except Japan, Korea, Singapore, and Israel), as well as Latin America and Africa, who are interested in Chinese Language teaching. Scholarship winners will major in Teaching Chinese to Speakers of Other Languages (or Chinese in the direction of Teaching Chinese to Speakers of Other Languages).

Time of enrollment for scholarship winners is autumn, 2015, and the duration is four academic years. Applicants should have a high school degree or above, and meanwhile get no less than 180 scores in HSK (level 3) and at least 40 scores in HSKK (intermediate level), or at least 180 on the BCT (A) and at least 220 on the BCT (spoken Chinese). Students who pass the first-academic-year assessment with the score of at least 180 on the HSK (level 5) and at least 50 on the HSKK (intermediate level) are entitled to continue to receive the scholarships in the following year.

4. Scholarship for One-Academic Year Students

This scholarship is geared toward outstanding students of Confucius Institute locations, overseas local Chinese language teachers, winners of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, excellent foreign college students majored in Chinese, outstanding performers on the HSK, and those who intend to become Chinese teachers. The scholarship winner may choose to study in majors including Chinese Language and Literature, Chinese History and Chinese Philosophy. The time of entrance is autumn 2015 and the grant term is one academic year with the training target for HSK level 5 and HSKK intermediate level. Applicants should achieve a score of at least 180 on the HSK (level 3) and at least 60 on the HSKK (primary level), or at least 180 on the BCT (A) and at least 180 on the BCT (spoken Chinese).

5. Scholarship for One-Semester Students

The scholarship is oriented at excellent students of Confucius Institute locations, winners of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students, overseas local Chinese language teachers, excellent foreign college students majored in Chinese, and outstanding performers on the HSK. The scholarship winner may choose to study in majors including Chinese Language and Literature, Chinese History and Chinese Philosophy. The time of entrance is autumn 2015 or spring 2016, and the grant term is one semester with the training target for HSK level 4 and HSKK intermediate level. Applicants should achieve a score of at least 120 on the HSK (level 2) and at least 40 on the HSKK (primary level), or at least 100 on the BCT (A) and at least 120 on the BCT (spoken Chinese).

6. Scholarship for Four-Week Students

The scholarship is oriented at excellent students of Confucius Institutes (Classrooms) with a priority of language study and supplemented with cultural study. The time of enrollment is from July to August, 2015, for four weeks. Applicants need to take HSK or BCT exam and submit a score report, with no prior experience of studying in China. Hanban will adjust the arrangement according to applicants’ language level to assign host institutes for their study.

Scholarship Coverage and Criteria

Scholarship winners are exempt from tuition, accommodation fees on campus, and are provided with a monthly living allowance, and comprehensive insurance for foreign students studying in China. Monthly living allowances are provided at the following rates (CNY Yuan per month):

CNY 2,500 for Bachelor’s Degree Students ,One-Academic-Year Students and One-Semester Students

CNY 3,000 for Master’s Degree Students

Recruitment Procedures

From the issue date of the Procedures, applicants can log on to the Confucius Institute Scholarship website at http://cis.chinese.cn, set up an individual account, read the information and introductions of host institutes and majors, and complete and submit the Confucius Institute Scholarship Application Form online. The deadline is May 10.

Confucius Institutes (independently set-up Confucius Classrooms), overseas Chinese test centers, educational and cultural offices (sections) of Chinese Embassies (Consulates), host institutes and institutions of higher education in those countries with no Confucius Institutes are entrusted by Hanban as the recommending institutions. The recommending institutions shall examine the qualification and application materials of applicants, and submit the list of recommended applicants to Hanban by May 20th.

Host institutes are responsible for reviewing the qualification of applicants and submitting the proposed enrollment name list of qualified candidates to Hanban by May 31st.

Hanban will organize an expert panel to make the final selection, and publish the name list of successful applicants on the Scholarship website by June 15th. Hanban will also inform the host institutes and the recommending institutions, and the recommending institutions will inform the applicants.

The host institutes will post “Admission Letter”, “Enrollment Instructions”, “Visa Application Form for Foreigners to Study in China" (JW202 Form) and other related materials to successful applicants through their recommending institutions.

Application Documents

Applicants should log onto the Scholarship website, fill out the “Confucius Institute Scholarship Application Form”, and attach the electronic files of the following materials:

1. Photocopy of passport photo page.

2. Photocopies of HSK、HSKK score reports.

3. Notarized highest education diploma attained(scheduled graduation proof or official proof of student status).

4. Reference letter and letter of commitment. The BTCSOL Scholarship applicants should submit pre-admission notice issued by the host institutes designated by Hanban. The MTCSOL Scholarship applicants are required to submit two reference letters from professors or associate professors (in Chinese or English) and a written commitment stating that the applicant will be engaged in Chinese language teaching for at least 5 years after graduation (written in Chinese and signed). College students majored in Chinese in countries with no Confucius Institutes established shall submit a reference letter signed and issued by the university President.

5. Applicants under the age of 18 shall submit relevant legal documents from entrusted legal guardians in China.

6. Winners of the finals of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall submit the certificate of scholarship. Winners of preliminary rounds of the “Chinese Bridge” Chinese Proficiency Competitions in their countries shall submit award proof and a reference letter from the Chinese Embassy (or Consulate) in the competition area.

7. Chinese language teachers shall submit the proof of the length of time in teaching and weekly teaching hours provided by the specific institute locations they work for.

8. Those applying for scholarship of One-Academic-Year + MTCSOL are required to provide the agreement signed with the Confucius Institute or the institute which they will be working for.

9. Other materials required by host institutes.

Notices:

1. If the name on application is inconsistent with the name on the attached passport scanning file, or relevant certification material is incomplete, the application will be invalid.

2. If the scholarship winner cannot register for special reasons, he/she shall inform the host institute 15 days prior the registration day with a written explanation. Those who cannot complete registration (without any reason being given) will be automatically disqualified from the scholarship.

3. Scholarships will be canceled for those who cannot pass the health examination.

III. School Scholarship Program

Criteria & Eligibility

The School of International Education created this scholarship in order to foster mutual understanding and encourage more meaningful international cultural dialogue.

Application requirements

Must be language students, undergraduates and postgraduates who study in school of international education (at least one semester year), except for students who have obtained Chinese government scholarship.

Abide by Chinese law, committing no crimes.

Abide by the rules and regulations of the university and obey university’s special arrangements in all important or prestige-affecting activities.

With positive learning attitude, be attentive in class, punctual in assignment submission, excellent in each semester’s exam, and have no absenteeism without permission.

Respect teachers, be friendly with classmates and active in activities.

Standards of Scholarship

The scholarship is divided into three levels:

1. Major award: CNY 300 Yuan.

Requirements: The average score of one semester is required to be above90, 95% attendance. No illegal and rule-breaking act and record. Assist teachers to organize activities, etc. With good prestige among classmates.

2. Minor award: CNY 2000 Yuan.

Requirements: The average score of one semester is required to be above 85, with 90% attendance. No illegal and rule-breaking acts on record. Be active in activities, cooperative and friendly.

3. Third-class award: CNY 1000 Yuan.

Requirements: The average score of one semester is required to be above 80, 90% attendance. Be punctual in assignment submission. Abide by Chinese law and the university’s regulation. No illegal and rule-breaking act and record. Be active in activities. Respect teachers and friendly with classmates.

Application & Approval

At the end of each semester, students apply to the School of International Education in person with application documents.

Qualification recognition is confirmed after evaluating by School of International Education and schools in which students study.
